Pay-As-You-Throw

In 2008, the City of Fargo switched from a flat monthly fee for residential garbage collection to a volume-based garbage system, or a Pay-As-You-Throw (PAYT) program.  Not only did they see a reduction of 200 tons of waste heading to the landfill each month, but they experienced a 30% increase in their recycling volume - amazing!  The City offered curbside recycling along with their three different sized garbage containers and residents can select which size they want to use.  The City also has over 25 drop-off recycling sites and they did not see a reduction in recyclable volume at the sites, which means that people were actually starting to recycle that had not brought to the drop-off sites before!  This type of system is a more fair or equitable system, where residents that set out more garbage pay more and residents that only have a small amount of waste, pay less.  Diversion of materials through recycling or yard waste (composting) can create an average of 25-35% less waste heading to the landfill.  If the waste from your city is headed long distances, this Fargo's Garbage Totescan make a difference in the tonnage fees you pay at the landfill and the number of trips it may take you (less trips = less fuel and labor = money saved).  There are currently about 10 PAYT programs in North Dakota.  The Environmental Protection Agency has brochures and information for communities and residents on how you can switch to a PAYT program.  Vist their Web site to find out more or contact us to see which communities made the switch and what type of system they are using (cans/totes, bags, stickers, etc.).

The Association hosted several workshops in 2009 and 2010 on volume based garbage practices, recycling, reuse, recycled content education and more.  The NDSWRA received an EPA Environmental Education Grant to conduct these workshops over a two-year period.  For more information and the outcome of this grant, visit our grants page.
